The world consists of the local systems, defined as phenomenon, fact, determinants, constants, and so-called philosophy of a dispersed form of matter in motion. The latter allows, on the one hand, to maintain peace stability, and on the other to navigate facts from one system to another and thereby to carry out a virtually infinite options of movement and development of fact and the world in General.

This is one of the conditions for the existence of any fact as a system and any system of facts. If the facts did not exist the possibility of interaction, there would be no interference, respectively, of development and the possibility of the existence of the world of facts.
